If you are confident with handling your bird, you can do it; otherwise maybe take it to a pet store to have it done. With a cockatiel, you probably have to wrap him in a cloth so he can't bite or flap too much while you are doing it. You cut the row of the longest feathers, called the flight feathers. For best looks, cut the feather so the stub is hidden behind the next row of feathers, but not too close to the skin. You can clip only one wing, or both. Once this has been done, you can maintain the wing clipping by clipping each new feather when it grows back.

its pretty easy, clip the fight feathers (they are the feathers on the wing closest to the birds body) and clip about 1/2" off. Usually you only need to clip one wing but if that doesnt work then do both

You really need to be shown how far up to clip. It's easy to do, but if you cut too high you will cause bleeding. Better to wait until someone can show you.

You are not supposed to clip them yourselves. because mainly bad thingd can happen to the bird if you don't know what you're doing. And in your case, you don't know what you are doing, so leave it to someone who won't clip your birds wing OFF!!!!!!!!!!!!!!!

DONT DO IT YOURSELF!!!!!! My mom learned how from the vet and then when she did it herself her bird went crazy and never trusted anyone in the house again. Have it done by someone else so that he/she doesnt associate it with you. Im telling you this bird went insane.

if your gonna clip, clip both one side will make the bird fly in circles and could uncontrollably crash in to something and get hurt like other answer was bout half inch will do it.
