It's hard to say at the moment as the security policy may change to allow more or allow less items.
I would recommend that you check with your Airline on the day before departure on their current allowance.
You will be able to pack your mobile phone in your luggage but may not be allowed as hand luggage to take on board.
Mobile phones are generally not allowed to be used whilst you are on-board.
Again, check with your airline a day before departure.

Yes - but make sure it's charged up.
On a slightly different note, I recently flew from Katowice, Poland and my battery was dead in my spare phone. They couldn't switch it on to test it and were goign to confiscate it. In the end I had to check in my hand luggage and put it in there.

You can currently take electronic items with no problem- only liquids, gels and pastes as well (as the usual for sharp/dangerous items )are forbidden in hand luggage.
