Since a mermaid is a fictional character, I guess she breathes thru her nose, in her nose, the water splits into O2 and H2. H2 will disintegrate and go with the water because it is very light while O2 will be absorbed and go down to her lungs. There is magical mechanish inside her nose to split the O2 and H2 from H2O.

Presumably mermaids have unique lungs that are capable of extracting the oxygen content form both air and water, and are also capable of switching over quickly.
