Girls either invite or they reject and you have to pick up on the subtle body language. If you look away and suddenly turn to look at her she it may be a reflex not to be caught staring which is rude. Some girls like my bald head, for instance but are just interested in seeing the shape of my head. Some though are flirting or don't know how to flirt. What I would do is turn slowly next time, then look directly at her and give her a big smile. If the reaction is good then she is inviting. If she smiles and disengages the contact then she is just looking at something.By the way, always turn slowly because it shows confidence, pretend you are Brad Pitt or someone the girls all like as you do this--but be yourself. You'll be surprised at how many will be attracted to you.

She's into you but she's either a little shy or not sure that your into her too and if you arent then she'd probably feel awkward. If you like her(and you can be pretty sure she does like you) go right up and say hi or say hi when she looks away. Break the ice for her.

are u sure she is staring at u n not at the one sitting near u. any ways even if she is staring at u there is no proof of the thing that she is interested in u. better talk 2 her, understand and then contact with ur question.

It means she finds it awkward for some reason, maybe some person feelings for you. But as to the nature of these feelings, I cannot say. Just straight out ask her and she'll be able to tell you, indirectly. Read the signs and you can make it out for yourself.

She might be trying to recall the situation and time when she had encountered you the first time. Another guess I may take is that you might have been looking funny and she was scared with you as well.

I believe that it means she likes you. may not be to shy, just may be too costly to talk to you(friends disapproval, moms disapproval, must be pursued, somin').
When I see that she looks away when I look at her, then she gets to stare!
