It means that if you are involved in doing something and you finally determine that it is costing you more than what you anticipated and wil end up costing more.. then you decide to cut your losses and stop what you are doing before you spend more and still end up with nothing

Sometimes we win and sometimes we lose. When we win we can rejoice, but when we lose we let it go and move on. We "cut our losses". It's over so we need to forget about it.

That would be a little like saying "Don't cry over spilled milk".
