For instance, i have a friend who failed almost nearly 5 classes at a community college; however, that person goes to another community college now, and is ignoring the bad grades he got from the other community college he screwed up on. Basically, he's starting out fresh at a new community college and plans on applying to UC schools without telling them on the application that he did bad on the other school. Will he ever get caught? Did anybody actually do the samething or know of people whoes done it and actually got away with it and even up until trying to get into grad school?

I dont think they'd have time & I also believe they'd have to have your consent as your college records are private. I think you'd have to tell them to pulll your records and you'd only do that if you wanted to transfer your credits to that school.
