Work out how to spend time with them, and get to know them. As you spend time with them, flirt more and more, if they flirt back then you probably have a good thing going.
And then make it clear that you like spending time with them. If they haven't told you that they like you already you could tell them that you like them.
If they don't let you know their feelings when you say that you can always ask them.

Watch for body language. Are they excited you arrive at a party? They may not run to you but do they keep an eye on you in a room full of people? Do you notice them watching you or finding excuses to be around you?
These are the signs someone has noticed you. You can help yourself be noticed but their are many books on that subject.

doing flirt with someone who likes you will be a wrong act instead of doing flirt with him just ignore him for sometime and watch what will happen and show little that you are spending time with someone else if you are liked than he or she will not keep control on more and will express love for you

i was gunna ask the same question
but i think personally try and get to know the person and see if they are flirting with u if not i would leave it at that but if they do flirt back then if u like them try asking them out see how it goes

just flirt with them first and then see if they flirt back. If they don't then that should tell you right off the back that they just want to be friends.

you cant always tell they might keep it very secret. but you can tell sometimes if they act different around you. or an obvious one they flirt with you
