Anytime is better than no time at all, but I was always told to exersize before you eat in the morning. That way you're using up fat reserves from the day before, not burning off the calories you've just eaten an hour or so before.

In the morning is the best time to work out as it is when your metabolism is highest and also speeds up your metabolic rate during the day.

I read somewhere that the body s optimum time to exercise is 4pm. Its programmed to be strongest and have the maximum lung capacity at this point in the day. Or something similar.

It depends on the type of exercise.
If its weight lifting (Budy building), Its recommended to have two meals before exercising (that puts you in the afternoon)
Moreover if you're training to add mass, make sure the meal you get after training is the richest in protein, and programme your exercise accordingly.
