fortune cookies are baked, not fried.

the cookie is a flat cookie. baked at a low temp for a few minutes, removed from oven while still pliable and that's when the fortune is added, closed and folded, then cooled.

paper doesn't burn at temps below 451 F.

There is a certain process you must follow to perfect the fortune cookie. For instance, they start out flat, 4-inch circles (with the exception of the giant size) when removed from the oven. While the cookie is still hot and flexible, you form it to the traditional shape: place the slip of paper with the fortune saying inside, fold it in half over the paper, pull the tips together over a plate or muffin pan. Allow the cookie to cool.

they are baked as flat rounds and right when they are taken out of the oven while still soft and warm- that is when the "fortune" is put in then and they get folded into the crescent shape

Paper wont burn unless it gets the threshold energy level...
So U can boil water in a paper cone over fire.. Only thing U need to care tht the other side of the paper where U apply heat should be in contact with water.. It wont burn.. Try it.. U'll understand... U can understand URself..

they put the paper in while they are folding the cookie while its still warm and pliable. yummy aren't they?
