Call animal protection. They will at least investigate to see if the situation counts as animal cruelty in your area (it might not, in some places if the dog has a dog house, heated or not, it's considered sufficient) and if it does, they will usually first inform the owners of how to remedy the problem and then usually check back a few days later to see if the changes were made, and if not they then will take away the animal and fine the owners.

You should call animal control for your area. There are people whose job it is to help those animals who cannot help themselves (with the help of kind neighbours). What usually happens is they will come out to speak with the owners. They will issue a warning. The animal control will usually come back and check to make sure they comply. Also, you can keep an eye out so that you can call back should it happen again. Oh yeah, usually the neighbour will not know who made the complaint.

Call the animal shelter. There should be someone there that deals with animal cruelty. You should do it ASAP. I'm not sure if it's legal to take the dog. It's something I would feel like doing too. I hope you get help for the dog.

depends on how long the dog has been outside. if it has not been a long time, maybe the dog just needs to go. otherwise, call animal control and let the neighbors know what bad pet-owners they are. bad pet owners are the third worst people in the world. first and second, tied, are child abusers and neglecters and, chimos.

call your neighbor first maybe they just forgot, then when they blow you off, call the ASPCA or animal control or the police, don't wait too long. Don't approach the dog, rotts are very territorial.
