Or we have become God's inheritance as Gentiles, meaning not Jewish, who are God's chosen people. It's saying God has adopted us as His people even though His plan was that the Jew would accept Jesus as Messiah.

"Dispensation" in the broadest sense, means "the Church".

The Bible teaches that the law was our school master keeping people in line to some extent while showing them their need for a Savior. At just the right time Jesus came to make a living way for us to be made acceptable in God's sight apart from the law that no one could perfectly keep. The fullness of time refers to the time appointed by God for his Son to arrive and to fulfill the mission that his Father had given to Him. Dispensation refers to the previous covenant of law being superceded by the new covenant of grace.
John 1:17 For the law was given by Moses, but grace and truth came by Jesus Christ.
Hebrews 7:19 For the law made nothing perfect, but the bringing in of a better hope did; by the which we draw nigh unto God.
22 By so much was Jesus made a surety of a better testament. 23 And they truly were many priests, because they were not suffered to continue by reason of death: 24 But this man, because he continueth ever, hath an unchangeable priesthood. 25 Wherefore he is able also to save them to the uttermost that come unto God by him, seeing he ever liveth to make intercession for them.
