i believe.....
a person who says knows that...
if he is proved wrong.... its gonna be HELL-O-time for him.....
(atleast briefly)
that's why he says "i'm sure or i'm dead".. in short "dead sure!!!!"

the meaning of the word < dead sure > which is actually two words
means as close to absolutely as you can get ,,,,it means that there
would be no mistake or other occurrences that would interfere with
whatever the person is " dead sure" of ,,,,it is not to be trusted
really in the full sense of saying it ,,,but it is usually used a lot ,,
meaning ,,such as ,,,I am dead sure you will get the job,,or I am dead sure that you got an A ,,or I am dead sure you have the
capacity to do something ,,,,,but nothing can be so sure in this
world that something might change all surety into loss....or
the wrong approach ,,,,,it is like saying I am dead right this is
going to happen or this thing is a really good machine ,,,,,Guys
use this saying quite a bit ,,,seek out for yourself before you

The question has been correctly answered by other responders.I have something to add in confirmation.. When something is elaborated as 'dead' it is only to underline the finality of the matter. e.g Dead Ringer, (looking exactly like someone else)dead stop (full stop), dead toss( perfect toss of horse shoe nail in a game) dead as a door nail,

It appears that this phrase has also an ethnic ring.It is prevalent in communiies who think death is the end of everything and that tere is no coming back. In the Orient the only certainty is death to whose who live but equally they are certain that those who are dead will come back(reborn) Among them such phrases lending fianlity to death are conspicious by absence.

It is used synonymous to cocksure.
