Einstein did the same thing... he said God does not plays dides(dados) with the universe. That's a way to say god as a universe and HE the ruler of it.

any time Hawking used the word "god" , i assure you, he was NOT referring to a "personal god" , like biblegod
for example, when einstein talked about "god" he was referring to the universe itself
(look up:"spinoza" or, "spinoza's god")
