and also if you dont like a guy "like that" is it okay to still try and b friends with him because you think his friend is hot?

Well, you're right to avoid meeting men at the club or bar. People are generally not themselves at these places. Everyone is out to impress or to hook-up.
My suggestion would be to attend any and all social events that appeal to you and that is practical for you to attend. Charity events, may be good as well, as long as you have the opportunity to conversate. Also, join a club or organization, especially one that has much contact with the public. That's a "numbers game" that increases your odds. Volunteer activities are also excellent when it involves contact with the public.
As far as particular suggestions: ask your friends or simply read the daily newspaper. There are things going on everywhere in every city. The newspaper is a good place to start.

Basically everywhere is a good place to meet men. Its just a matter of the level of interest you have for them and your level of confidence.
Sure why not? As long as your not having any sexual relations with this guy, being friends with him because you want to know his "hot" friend is no drama. Just try not to misguide him that you like him.

Try the local book store or coffee house...
If you just want to be his friend because his friends are hot...that makes you shallow and small. Get to know him as a person and be his true friend and if you get lucky enough to date one of his hot friends...then so be it...but don't use the guy for his connections.
