1. Sportsbook operations are illegal in all states except Nevada and Oregon (there is a national exemption for horse tracks and otb)
2. It is illegal for any sportsbook operation in Nevada to accept bets via wire (telephone and telegraph originally but the law was amended in 2001 to include email and World Wide Web)
It is NOT illegal for you to search out non-US based sites and open up an account. Most of these sites allow account holders to place bets via telephone, email, or through the world wide web.
As you are no doubt aware, Bush signed into law last week a bill that prohibits American Financial insititutions from dealing with companies that are known to send money to gambling sites.

Sports gambling is illegal outside of Nevada. Online casinos and poker do not appear to be illegal, although there is a law against banks transferring money to offshore gambling sites. Kind of a strange gray area. Better ask a lawyer :)
