It was a financial decision. The IL-76 is cheap for an aircraft of that ceiling. But when a nation's defenses is riding on it, the low bid isn't always the way to go.

Because the IL-76 has been a workhorse of a plan for the Russians for a lopng, long time. They are inexpensive to produce, easy to reconfigure, and there are lots of spare parts on the market for airframe and engine components.

But also because it's reliable. The Russians might not build a lot of real glitzy kit, but their equipment works and is right bloody tough, even if its nowhere near the cutting edge of technology.

Countries go Russian because Russia is less likely to have sanctions or an embargo on another country. This leaves the U.S. out of a lot of military deals.
