it has a new fuel pump, fuel pump relay, alternator, battery, coil, and the engine was rebuilt top to bottom 38,000 miles ago. the car has 216,000 miles overall. the body is straight, the interior has a few minor rips in the front seats but a set of seat covers would fix that.

First off, How many miles on the transmission? Second, don't hit up Kelly blue book. They won't take into account the new parts and engine rebuild.
I don't know about you, but i am a VW guy. I would take it to a VW meet, Like Waterfest, or something like it in your area. There you might be able to find someone who is looking for a rabbit to rebuild to original or to hot rod out. (Yes, some of us take old dorky cars like that and dump thousands of dollars into them. We're VW geeks. Weird huh?) Anyways, they would atleast know who will pay what for it. And try a local VW club. We are a little different from your normal gear head.
You might be suprised how much money you could actually get for it, if you find the right VW geek

Anyone who would go to that extent of repairs is nuts on such an old car. They certainly won't get back their investment. 500 dollars is all I'd pay for an old beater, no matter how new the paint. :-) Buy a used Honda.
