Maybe your cat is picking on the dog when you aren't around, or maybe your dog is a wussy, lol

My guess is that the cat was in the home before the dog? If that is the case what has happened is that the cat had already claimed territory over the house before you brought the dog into the home. Because like dogs they are naturally territorial animals and the dog has not been there long enough to establish its own territory and may never do so. Best Idea is to let them be for now and they will find away to co-exsist on there own.

Dogs act out of aggression, they do not see things in size or shape. that is why little dogs such as Chihuahuas can chase off bigger dogs, if your dog has it set that it is in the lower order of the pack then it is taking its place in the pack.
Or maybe your dog is just timid and downright scared of your cat. Either way you look at it it is better that way then your dog constantly chasing the cat around the house.
