In Texas if you just go by Culpability it does not state the age. Texas Penal Code Chapter 6 sec. 6.02. Culpability in Texas is basically a mental state. These states are intentional, knowing, reckless, and criminal negligence. But the Age Affecting Criminal Responsibility is normally 15 years of age, with a few exceptions. At age 10 you can be held criminally responsible for your actions in Texas.
