You don't know what it died from, so it may not be safe to touch. It could have had rabies or some other disease. Just leave it alone.

Call Animal control or the humane society.
This is a perfect example why people should NOT let their dogs run free. They get hit by cars or abused by people. Keeping a name tag, and a rabies tag on a dog all the time is very important. Getting your dog microchipped will help find your dog if he ever gets away from home.

Most communities have at least one Animal Control worker on staff (either for a city or county) and you should be able to contact them and they will pick it up, scan it to see if it has an internal chip and if so, notify the owner.
The cops should have referred you to the proper party and it is sad that they did not and it is a poor reflection on them.
You should be able to find them in the Goverment section of your phone book under either local or county government.

There is no animal control where you live? The police department really should be of more Help!! :( They should point you in the right direction at least!

Call the local animal shelter my best guess they will take care of the rest (cremate etc.).
