The bill you are referring to is an amendment attached to a unrelated port security bill. They've tried unsuccessfully several times in the last few years to get the law passed on it's own merit so they had to sneak it through on a bill guaranteed to pass. Because on-line poker sites are physically located outside of the USA they are very difficult to prosecute so the new law imposes civil and criminal penalties on US based financial intuitions that process transactions between players and gambling sites. This has scared off some sites such as Party Poker and Pacific Poker but other sites are utilizing their legal resources and huge player base to try to get the law changed. In the mean time I suggest you put your playing dollars at the sites that have taken a stand. See link below for up to date list.

The bill passed was the SAFE Ports act. You can find the text of it up on http://www.house.gov I believe. A number of sites such as Full Tilt Poker http://www.fulltiltpoker.com/?aff=3425&code=?=0&ext= will still allow US players since the law does not make Online poker illegal.

The way the bill was done it creates an unfunded mandate for banks to ban transfers, so there's no way banks will be able to stop you from depositing. Plus if you look at this list you'll see NETeller believes this law will not stop them from functioning and NETeller is the best site for transfering money to poker sites! http://www.ultimatepokerbankroll.com/article.php/internet-gambling-ban-poker-sites-status

For one thing, you can mail checks or MOs and the sites can pay you the same way. This bill only affects online payment systems, not the actual poker sites.

For another, it's far from clear whether this bill will have any impact at all on poker. It seems to be the end for online sports betting from the USA, but not poker.

Have faith! The Church of Texas Holdem will lead you from the wilderness. We predict that poker will be around for decades to come.

It was passed and makes it illegal for US financial institutions (banks) to transfer funds to gaming companies. There is a one year window for banks to enforce this.

I'd be careful with online gambling for a while. Some sites are still accept US bettors, but it is risky.

Yes the law has passed and one of my sites, Pacific Poker is no longer taking deposits from U.S. citizens. However, I know Full Tilt issued a statement saying they would fight the ruling. it is a great site and I have never had any problems with them.
