They stutter. Can barely talk. They walk like they are dizzy and they say things that dont make sense . Should it be fair that they be suspected of alcohol and drug use just like the rest of us and serve prison time if needed and perhaps pay fines and go on probation?

Children under 4 on drugs? Well the only way they would be under influence of drugs, would have to come from morons who gave it to them.

What seriously stupid question, and can only conclude you are under the influence of some drug yourself.

Actualy some are, their drug crazed parents sometimes feed them drugs to keep them quite and some have actualy died from drug overdoses.
A while back the Drug Barons found a loophole in the law and started using underage children to distribute drugs because they were untouchable by law, how stupid were the law enforcement agencies and Governments for not increasing prison sentences an additional 10 years for using children as drug mules

They should be and according to a study published in the New England Journal of Medicine last year 78% of american children under 2 are addicted to cocaine. 64% also take meth. They should all be prosecuted to the full extent of the law and tried as adults.

They don't officially count as fully functioning till age 5. Then we
consider it accidental poisioning. or Brain damage.

Because they are under constant survellance by their parents and they don't have money with which to purchase drugs.
