I have an 8 month old white with chocolate brown spots chihuahua puppy. I'm now convinced they are the best little dogs in the world.

There are Chihuahuas, Poodles, Poms, Maltese, Yorkies, Rat Terriers and Silkies to name a few, all are nervous little guys and all are great pets. Except for the Rat Terrier and Chihuahua, they will require regular grooming, brushing their coats out to prevent matting.
My favorite is the Poodle, but that's because I love grooming them, :-) and they have almost always have sweet dispositions. Next would be the Maltese, but they are too expensive for me, so I admire them from a far, lol.

I am very, very prejudiced about Miniature Yorkshire Terriors. The most adorable smart dog I have ever seen. I don't have one but my neighbor does and I get to walk Tina and play with her and also dog sit. I want a Yorkie so bad.
They are very loving and gentle.

I would say Maltese, though they are quite expensive compared to other toy dogs. However, their fur is very soft because they only have one coat, as opposed to other dogs who have two coats.
