the girl because most the time guys aren't sure how it will come off like if it will be creepy or awkward

Being a person of the late 50s I would never have been the one to make the first move but in the recent times it seems like it is considered ok. I really don't see why it should matter really.

If you are always waiting for other people to make the first move, then you are passively letting other people decide your fate.
If you are the one who makes the first move, you are potentially opening yourself up for a lot of painful rejection, but at least you are making the decision as to whom that you will talk to -- instead of other people deciding for you.
The person who makes the first move is the one who wants it more.

I think it should be all up to the guy because if their man enough they will make it and not leave it up to the girl.
