No. That's BS. You can haggle on any car. But you need to do your homework. First find out the retail then find out the incentives from the manufacture. That is Bavarian motors. The dealer has room to move most cars have a 20-30% mark up without incentives. When a car is super hot it is hard for them to keep it in stock so they don't need to deal because they are back-ordered on it. The Mini Cooper is no longer in this situation. There are plenty of them, unless you want the convertible. Find out what dealer invoice is. Then look at what they are asking and let them make a couple of bills on it. Otherwise buy it through Car/max. You will pay more than you should but less then if you do not know how to negotiate.
Check Auto Trader and see what a used one one year old goes for. You might find a great low mileage deal there. The warranty is transferable so you get to assume the warranty.

Any car that is in high demand, dealerships don't tend to be willing to negotiate. If you are able to find a lot with a big inventory, they tend to be more likely to negotiate than smaller dealerships. The mini cooper in general has been in very high demand, so dealerships are able to pretty much get what they are asking, but it never hurts to haggle.
The key to haggling is to be willing to walk away when they aren't willing to meet your price criteria. If you do walk away, most sales people will ask for your name and number, be sure to give that to them in case they do decide to come down in price.
However, as I said the mini is not a high supply vehicle, and demand is high so the general laws of economics tend to keep their prices high. Even their resale value holds up really well because of the high demand for that vehicle.
Good Luck.

Dealers are into a profit, so why not...my husband was in a jewelry store and had the salesman drop the price of my ring by $200 after some negotiating (after he dropped it by $100, he started to leave, and then the guy buckled and dropped it more). I bought my house $14,000 below the asking price. It's a buyer's market for cars, why not?

The only way to find out is to try. Some even lesser cars are not negotiable because there is a waiting list! So when you walk in there and say "let's talk price" they might say "that's fine sir, but we are out of stock right now." Then what do you say? Maybe if you went someplace where they are not as valued, or readily in stock. I've even heard it happen with some Hondas!

Yes, you can haggle on the price, but the salesman will not
negotiate and insists that the price is fixed. Depending on how
keen he wanted to sell you the Mini Cooper, he may offer you
one or two free items, like floor mats and steering wheel cover.
But, you should be wary of him, as there may be more items, which the dealer has offered for free and he's not telling it to you.

Try it. When you sit at the desk ask to see the invoice . If they do not have anything to hide, they will show you. offer them 500-1000 over the invoice. it will be a lot lower than the sticker price. shop on the last day of the month and it should work. i have worked for many dealers but not anymore. you need to take control of your deal.they will not like it but that is how you must do it. before signing check their math. take your calculator. I hope this puts a light on it for you.

No, it's not true. You can haggle on the price of anything if you know how. It's just a matter of knowing how to play the game.

The Mini is not currently a car which is discounted, however do your best and see what you can do.
Normally the cars that are discounted are models which are ceasing production or substantially changing for the next year model.
The Mini is not currently one of these cars.
