I want to know how much it costs to "create a billboard" plus advertise on major high-traffic areas for one year. Is it cheaper to rent billboard space or buy property outright to run the billboard exclusively?

talk to one of their sales reps to get an idea on creation and rental.

The challenge with buying property and running exclusively will be location location location...and the location you want, will most likely already be taken. If you do find a place where you could put up a sign, you have to contend with...Materials, installation, upkeep, zoning, ...etc.

You may also want to enlist the services of a media buying group who may have access to lower rates, and/or, surplus space.

i'm in third year advertising, and it really depends, how long their billboard will be up, where in the city is the billboard being placed, the traffic around the billboard, and how many other billboard that that client is putting up. However, an estimated amount of money for a billboard at in downtown toronto is about 3/4 of a million.

The purchase of property w/ frontage suitable for a billboard would be cost prohibitive most likely. Besides which, after the purchase, you would need to get city/county permission for such, submit plans, build it to strict code include sq. footage and height.
The cost you are looking for is going to vary by location, length of lease, kind of sign - lighted/motion, frequency of change, and agency. Google the cities and choose a PR firm to get the quotes. Multiple signs/cities should get you a discount. Don't forget to ask for the daily traffic count which will see the ad.
