If you want a free program i suggest you take a look at Picasa 2 from Google, google it and download it.
If you want to spend a few bucks, something that will do all you stated, look into PhotoShop.
Stay away from microsoft products like Microsoft Digital Image Suite , they make it easy to use with a lot of templates, but it can be encumbersome to use and not for a novice.

For your purposes, I would highly recommend either Adobe Photoshop Elements 5 or Photo Impact 12.
Both are somewhat user-friendly, and have a lot of future potential as well for someone starting out, have free 30-day trials to see which you like, if either and are under $100.

I use 2 ~ Microsoft digital image pro 10 , and Photosuite 8 from Roxio.
Both do an awesome job with all the things you mentioned.

PHOTOSHOP and PHOTO DELUX. I didn'tbuy either of them until aftet I took a graphic design and web publishing course.
