soak the area in epsom salts and warm water. If it's in the bikini area, fill the bathtub less than half way (just enough to sit in) and dissolve about a cup of the epsom salts and sit in it for about 10-15 minutes. It feels nice so if it's longer that's ok.
If it's anywhere else that you can't submerge in water then use cotton balls soaked up with the salt/warm water mixture and apply liberally to the area for about 10-15 minutes.
It will either recede or grow out enough that you can slip it out. This kills the root though. Lower chance of returning.

There are a couple options. There is a product called Tendskin, which is supposed to work wonderfully. Exfoliating the area or using alpha hydroxy to remove the top skin layer will get you closer to the hair.
This sounds gross, but I do this and it works like a charm. It only works if you can see the hair under the skin. Use a clean, sharp pair of tweezers to scrape the top layer of skin. Grab hold of the hair, but DON'T pluck it -- just pull on it to get the end of the hair out of your skin. Let the skin heal a day or two before plucking or shaving the hair. (Otherwise, the replacement hair is likely to do the same thing!) This will leave a little mark, but it will heal a lot quicker than an ingrown hair.

Hold a very, very warm (but not so hot it burns your skin), damp, clean washcloth against the skin where the ingrown hair is. After a few minutes, the pore will have opened and you can use a tweezer to carefully pull the ingrown hair out. After that, put some antibiotic ointment on the area. Works every time.

Exfoliate Use a gentile exfoliant every day to remove built up dead skin cells that can clog the surface of your skin and trap hair, causing it to become ingrown. Exfoliating pads, loofahs, and mild scrubs work well. Look for cleansers that contain Salicylic acid. Witch Hazel is a fantastic remedy !!! But only apply as needed. For razor burn and razor bumps, pat the effected area with apple cidar vinegar. Simply put aloe vera on the effected area. This also helps with razor bumps. Baby rash cream works wonders. After u shave rub some on. =)

Tips
-if you can, wash hair every other day or every two days-it just depends how oily your hair gets.
-leave conditioner on for 10 minutes at least and don't put it on roots.
-drink lots of water and eat a lot of protein such as meat and peanut butter cause your hair is made from protein.
-always use a leave in conditioner for split ends.
-trim hair once a month since split ends stops hair growth.
-use heat protection every time.

you are a cat how would you know if your hair which is fur really has become ingrown?? ha ha , some times it is best for the dermatologist to take care of it so it wont become infected .
