Why would they think you're creepy? I would feel privilaged that a lady felt that way towards me,so no thats fine i suppose.

A wedding, especially if you're a bridesmaid. Just don't pick the groom, that probably would be gauche.
Think about it. Any guy that ever looks hot looks hotter still in a tux, 100% chance the guy is recently bathed, you can do it in front of a thousand people and it will be totally acceptable, I can assure you that it will be any man's fantasy in such a setting, and you're totally in control of whether it later gets out of hand or not.

You mean like just going up to a guy and kissing them randomly? I think anywhere and anytime is a good answer. But I think guys would like it if they seem alone, like if your very pretty and the mood is right, then go for it. It would also be ood if its a happy day in their life, like if its their birthday or something.

I think that in public would be the best, so other people see also and embarasses him a little. don't go for special holidays, just any random day is better. something like: he's just ordered food and waiting for it (he's alone or with some guy friends), kiss him then and tell him you did it because he's hot. then leave....

Do it in a club or party. It would just be wierd if you did it in a regular setting. Like I'm pretty desperate myself but if some chick did that I would be wierded out.
And if you're hot, he won't mind.
If you're not hot but he's drunk, he also won't mind.
And if you're hot, he would like it. If you're not, he probably wont.
