I love your question. Now I have one for you.
Have you tried talking to -him-?
Sometimes men are shy, and *especially if you're talking about school*, they don't want to embarrass themselves in public.
Especially if it's one of those "cool dudes" that most girls think is cute.
So, first try approaching him, -BUT- don't act like you're head over heals. I'm sure some guys would think that's cute, but if the guy doesn't like you, then you'd be the one embarassing yourself.
Don't go overboard with the first-date stuff. First, start up a conversation. I'm not you - so I don't know - but, it's possible he's staring at someone (or something) else, and you just don't notice it. Here's another but for you; But, if he seems interested, and still seems a bit too nervous to ask you out, try casually asking if you'd like to go out to the movies sometime. Depending on the guy, you might want to talk with them longer than a day before you ask them out.
That's the best advice I can think of at the moment, but I'm sure you have enough sense to handle the rest.
One last note; Make sure he's single. I can't remember how many times I've been about to ask a guy out, and then I just learn he's dating someone. Sucks, doesn't it? xD;

Maybe he's just shy , how but the next time he looks at you go up to him and start talking to him, it's ok for a girl to make the first move , that actually get a guys attention, and if it doesn't then you know he's not interested.OK

Maybe he is shy like Maria said, but it is okay for the woman to start the conversation, if she likes the guy.

if he doesn't talk to you it doesn't always mean he's not intrested, he may just be shy. try asking him out. you'll never know if he's intrested untill you ask.

Ok,if hes staring give him something to look at.throw him a wink ,alittle thigh ,stir his interest.see if he responds.If not go talk to him and tell him your interest.
