Prove it.
Cigarettes were prescribed by doctors in the fifties to relieve stress, and they do.
I'm beginning to think that smoking is just a scapegoat drummed up by government officials to cover up the real cause of "smoking related diseases".
Maybe they should look at auto fumes or factory emissions or the insulation used in old houses?
Does an obese person pay a premium when his/her heart can't take it anymore?
Smoking is legal but it shouldn't be. If someone comes up with a foolproof cure to smoking I'll gladly be the first person to use it
The stop smoking aids are just gimmicks. #1 rule...if you want to get into sales, sell something people will keep coming back for more...pharmacies would go out of business if the drugs they sold actually cured the problem.

I have no idea how much a pack of cigarettes cost - but I do know that over 50% of the cost are taxes - meant primarily to punish smokers. Let's at least hope some of that tax money is being filtered back to the health system rather than paying for the limos for beurocrats in government.....

Good idea, but I like to ride a motorbike and for some this is considered a very dangerous pastime, therefore maybe I should have to pay extra premiums. Secondly, construction site work is a dangerous occupation so maybe they should pay more.
Finally, women should pay more as they may have babies and that will cost the health system more. Its a good idea but where do you draw the line?

While we're at it, can we charge people who are overweight? Can we deduct costs for people who work out 3-4 times a week, but add if they do exercises that cause injury?
How about charging more if they're sexually reckless? Can we charge more for people who participate in motorsports, or hang gliding, or rock climbing?
Most illnesses are causes by people who can't handle life's stresses properly, and end up making themselves sick or doing something stupid (drinking, etc) that injures them... can we charge extra for head cases?
What you propose is great in theory, but at some point (usually after the first 4-5 minutes) it falls apart.
