A mother should take the child in to the female bathroom with her, Use the handicap stall and keep the child with her!! the child should not be sent to the male bathroom alone and the mother has no business in the mens room. The reason the mother should use the handicap stall as it is the only one big enough for both of them. The child should not be allowed to wonder the rest room as they tend to look under the doors, touch the floors and many other things not to add the fact that a child snatching could happen.

Definitly the women's bathroom. If the boy is a baby, then he is too young for it to matter. A woman in a men's room would definitly cause a bigger stir.
Someplaces such as restareas and airports now have a third choice, a family bathroom, for just such instances.

The ladies room. Women are quite used to seeing a mother with child (even male children) in tow in the ladies room. I don’t think most men would appreciate a women entered the men’s room and changing a babies diaper. Not to mention that in the ladies room you enjoy the privacy of stalls.
