Here are a few:
Italian Greyhounds. Great pets, little shedding, bred just to be pets. Weigh about ten pounds.
Boston Terriers: Small, little shedding, friendly.
Hairless chinese crested: Yes, these dogs are practically hairless, except on ears and part of legs. They are small. They do need to be protected from the sun and the cold.
Greyhound: You can get a small framed greyhound. About 40 - 50 pounds. They are couch potatoes mostly, even though they like to run. The Greyhound Rescue Groups will help you find a dog to meet your lifestyle. They shed very little, they love stuffed toys, they smell clean and most are lovable and fun.
These are only a few suggestions. There are so many dogs out there. Don't forget to visit your local shelters. If they know the background of the dog they will tell you if they are a good shelter. Make sure to investigate the needs of any dog breed you are interested in, because some may be cute, but may have needs you can't meet, and then destructive behavior can become a problem. So, always, read about the breeds you are interested in before bringing them home so that you are not finding yourself in a heart wrenching situation.

Dog adoption centers have some of the most loving dogs you can find. These dogs while at the adoption centers are medicaly cleared by a vet and always spayed or neutered before they are able to be adopted by the public. All these dogs want is to have someone like you and your sister to take them home and love them and for them to love you back. Their is truth in the old saying that dogs are mans best friend. This is because their love is unconditional. Most dogs with short hair or wired type hair don't usually shed a great deal. Most of the dogs that you will find at a shelter are not going to be pure bred but that dosen't mean that they don't need a place to call home or a family to love. I myself have 4 dogs 2 of which are rescue dogs and the other two are pure breds Dutch and German Shepards that are trained for spacific typs of jobs. But the 2 adopted dogs are a Aussie and rott mix and the other a Dauchzund and both are wonderfuly loving family pets that I would'nt trade for anything. And are very inteligent .If for some reason you did want a small pure bred dog that did not shed? I would say get a smooth Dauchzund they are real lap dogs. But I do encourage you to check out your local pet adoption centers to see what they may have. You never know.

Go to the pound or RSPCA or other animal shelter and have a look there. Most of the dogs there are not pure bred, so you might be able to find one perfect for you that no one was able to recommend, as it is a mix and not a certain breed. You would also be saving a dog from almost certain death. Going to an animal shelter will also give you the choice of getting an adult dog, which means you will know exactly how big it is and what kind of coat it has, which can be hard to tell in a puppy.

good ole heinz 57 short haired from the pound. needs the least care and are the most loveable. Small dogs are usually yappy so parrents are not crazy about the idea of a dog. Get a 57 their a good dog and you save a life from the pound:-)

I have an australian terrier and a Rottweiler. The aussie terrier has long hair and the rottie has short although the rotttie looses A LOT more hair than the aussie terrier. The aussie terrier looses hardly any hair, is a small dog and has a great nature mayb their the dog for you.

My in-laws just got a border collie. She's small and so adorable! I'm not sure if they shed, but by the looks of it, they probaby do. Just a suggestion. Hope you find your dog!

A Cocker Westie (Cocker Spanel x West Highland White Terrir) would suit you or a Schnoodle (Schanuzer x Poodle) would also be a good choice.
