The 'moral majority' have decided that it's to be like that. Prudish men and jealous women. Even at the expense of breastfeeding babies in public. Women are routinely arrested for indecent exposure for doing that in some areas. Even discreetly.

it could be a good thing, or a bad thing.
like she could stare at you because you have a booger hanging out of your nose.. or she could stare at you because she thinks your cute..
so it depends on her expression on her face. if it's the EW look, stay away.

because it could mean you are sexy, or ugly or they think you got nice, cool clothes or nappy nasty clothes. depends what kind of stare they give you.
