I have successfully drilled into plaster without damaging the plaster by putting masking tape over the place where I am going to drill.

Is there molding at the top of the wall where it joins the ceiling? If so,you can hang the pictures from a wire looped over a nail or hook installed in the molding. I think this was one of the original purposes for the molding which used to be called picture molding.

Maybe give 3M Command Adhesive hooks a shot, I've had them on painted walls and no damage? They can hold up to like 10 pounds depending what size you get.

If you definately decided you don't want to drill holes and use an anchor, try 3M adhesive picture hangers.
