Not sure how memory intensive but Dragon dictate or dragaon naturally speaking are a couple of voice control softwares.

I don't think there are any free speech recognition programs. Even if you found one, it probably won't work well. Speech pattern recognition algorithms are complex and constantly improve, so it is in your best interest to pay for one.
Just Google search 'speech recognition software'

I don't believe there is any such program within your specs.
Dragon Naturally Speaking is an excellent program and starts at about $55 US
