The best way to find out if someone would be willing to engage in an interracial relationship is to ask them straight out. Just say, have you ever dated someone of another race and if they say no, ask them would they consider dating someone outside of their race.
Also, if a man is interested in you, he will show it. He will start doing things for you, he will start wanting to be around you more, he will ask you to go places with him on dates etc. Basically he will act like he cares about you if he likes you. Always remember that ACTIONS speak louder than words. People can say they like you but if they don't show it, then talk is cheap.

Flirt. Most guys are receptive to that. Just give him a flirty look and if he smiles then you know he may be interested. Just smile a lot and look at him, that way you are letting him know that you are interested in him, then try talking to him.
