Delicious and cheap don't go hand in hand. Your parameters are unrealistic. Cakes aren't easy either. Baking is a science. You really need to know what you're doing. Quick is subjective. Do you consider 40 minutes or more to bake a cake "quick"? Having said that, most of the ingredients you need to bake a cake are relatively inexpensive. Buying ready made cakes can be expensive. Many cakes can be put together in a relatively short time frame, but baking can take upwards of an hour. Then there's the cooling time and frosting [if desired]. White Picnic Cake w. Fresh Raspberries Ingredients 1 cup sugar 1/2 cup unsalted butter 2 whole eggs 1 tablespoon pure vanilla extract 1 1/2 cups flour 1 3/4 teaspoons baking powder 1/2 cup + 2 tablespoons whole milk 1 cup of your favorite frosting, optional 8 ounces fresh raspberries, picked over, rinsed and dried Method Preheat oven to 350° Grease and flour a 9 x 9 inch pan or line a muffin pan with paper liners. In a medium bowl, cream together the sugar and butter. Beat in the eggs, one at a time, then stir in the vanilla. Combine flour and baking powder, add to the creamed mixture and mix well. Finally stir in the milk until batter is smooth. Pour or spoon batter into the prepared pan. Bake for 30 to 40 minutes. For cupcakes, bake 20 to 25 minutes. Cake is done when it springs back to the touch. Frost as desired. Arrange raspberries over top of cake Cake Tip: For a cake bottom that is as moist at the frosting-covered top, turn the cake out of the pan once it has cooled. Put the cake back in the pan upside-down. Now the moist cake top will be on the bottom, and the bottom of the cake, which can be dry, will be on top and covered with delicious moist frosting.

Here is one of my own recipes. I usually just toss it together so I will try to give measurements. It is really cheap and easy and goes well with other things like barbequed meat or burgers/hotdogs, or is great on a sandwich.
Red cabbage slaw.
1 large head of red cabbage, shredded or sliced really thinly.
2 carrots, shredded
1/2 -1/2 cup mayonaisse
2-6 tablespoons of red wine vinegar, if you don't have it you can use white or cider vinegar, or even lemon juice for a different flavor.
salt and pepper to taste and I always add a dash of cayenne pepper. This is a recipe I just made up with what I had on hand one day and it is really good. You can also use half of a head of red cabbage and a bag of pre-shredded broccoli slaw from the grocery store instead of all red cabbage. It is really adaptable, makes a lot and tastes great. And it is cheap to make for a crowd!!!

Macaroni, and Cheese, with Tuna
(I don't know how many people you're feeding, so I'll increase the amount)
4 boxes of macaroni and cheese
8 cans of tuna in water
1 medium onion, chopped
1 bag of frozen mixed vegetables (peas, carrots, green beans, lima if you like them, broccoli, mushrooms)
2 cups grated cheddar cheese
salt and pepper to taste
Cook the macaroni and cheese together in one big pot, by the package directions (dont forget the milk and butter)
When the mac and cheese is done, add the tuna, drained and stir in, then the vegetables
Add 1 cup of milk, and the 2 cups of cheese
Add your pepper, about a tablespoon, stir
Cover and let cook for about 5 minutes.
Stir again, and serve
You seem that you will have to transport the dish, so you can heat it up in the church kitchen, or it tastes very good cold. You can also substitute ground hamburger meat for the tuna if you wish. Enjoy!

Here's a really easy, quick pumpkin cake recipe. If you have pumpkin pie spice already it will save you money (spices are not cheap!).
Faye's Pumpkin Cake
1 pkg Angel Food Cake Mix (choose the add water one)
1 cup water
1/2 tsp pumpkin pie spice
14 oz can of pumpkin
Mix altogether in a greased 13x9 inch pan. Bake at 350 for 30 minutes. Cool and cut into squares.

Okay. This may sound weird, but everybody likes it. Something I developed in my college days.
Lipton Mushroom rice in the bag. Make two bags of it. It's an awesome dish by itself.
Brown 1lb hamburger with diced onion. Mix in 1/2lb or 1 lb of link sausage when HB is close to done. I like the whole pound.
Mix this into the prepared rice. You can call it done, or...
You can add in a can of corn, Ranch Style beans, or whatever else sounds good. Sometimes you can find a can of southwest style veggies that has corn and beans. That's awesome and makes it look like something you spent a lot of time on.

Slow Cooker Barbecue Beans
Prep: 5 min., Cook: 1 hr. This recipe is perfect for leftover barbecue. Although it calls for pork, feel free to use chopped or shredded chicken, turkey, or brisket. If time is a concern, pick up meat from your favorite barbecue joint (just make sure you get it without sauce to prevent the beans from being too soupy).
1/2 pound chopped or shredded barbecue pork
1 (32-ounce) can pork and beans, undrained
1 (14 1/2-ounce) can diced tomatoes with green peppers and onions, drained
1/4 cup spicy brown mustard
3 tablespoons brown sugar

1 tablespoon molasses (optional)

1 (10 ¾ oz) can Cream of Celery Soup
1 Tbsp. dry parsely flakes
4 cups water
1½ tsp. kosher salt
2 Tbsp. butter
1 (12 oz) can evaporated milk
Garnish: chopped chives
1. Place all ingredients except evaporated milk and chives in slow cooker.
2. Cook on low 10 hours, or on high for 5 hours.
3. Stir in evaporated milk the last hour of cooking time.
4. Garnish each bowl of soup w/ fresh chives.

Easy Cheesy Crockpot Potatoes
These cheesy hash browns are sure to please your whole family!
1 (2 lb) bag frozen hash browns
¾ cup sour cream
10 oz shredded cheddar
4 oz shredded Monterey jack cheese
½ cup butter or margarine
½ cup chopped onions
1 can cream of chicken soup
Paprika, optional
Mix all ingredients in big bowl, saving part of cheddar to sprinkle on top. Cook in slow cooker about 4-5 hours on low. Then sprinkle remaining cheese and paprika, if desired, on top.

2 bars of philadelphia cream cheese
2 cups sugar
1 10oz container of cool whip
1 graham cracker crust
mix cream cheese sugar and coolwhip together till blended completely add to crust and put in fridge for 4 hours before serving very good and easy
