The Constitution of the US, stoped them from using prisoners as moving targets back in the 1800's. So now they can only use standing targets and it is harder for them to hit a moving target.

Most police departments (read "chiefs of police") discourage their officers from becoming too proficient. That would explain why officers are given so little range time to be proficient with one of the most critical tools of their trade!
In the event of an officer involved shooting, the subsequent inquiries will hover on the officer's proficiency with his weapon. In liability cases, the mistaken belief is that the more proficient the officer, the less likely they should have killed a suspect (instead, the mistaken belief is that the officer could have been able to wound the suspect instead of kill him). If the officer is less proficient with his duty weapon, the less likely the department will be liable in the shooting death of a suspect.
As a footnote, most officers only have to qualify with a 70% on the standard police qualification course (in high school, 70% was a D-)!

Great question. I once defended a police officer who shot a suspect one time ... but fired over 40 times.

Hi there, in a fire fight they fear getting hit as well as the perp and many were cowards to begin with that passed a civil service exam and subsequently, obtained a badge and a gun.
Not everyone that takes the oath to,serve and protect are truly worthy of the responsibility but, they love to kill and beat you up all the same.

how can you say cops are bad shots, you are so unpatriotic, don;t you recall the old lady in L.A. who had a fork in her hand and the police shot her I believe 28 times and were reloading for more shots,

I don't think you should give up trying to get shot. But remember if you go out and try to get shot, and you do, race has nothing to do with it.
