Give the dog to the humane society. They will from that point descide if the environment is stable enough for the dog to live in. When you drop the pup off explain where you found it, how you came across it, where the adderess is, and why you descided to bring the pup there instead. If you have all this information handy and ready, they will thank you.

Yes, call the SPCA, tell them what you saw, & they "should" set up a visit with you, then this place you described. There are other places to take that dog, okay? good luck.

these places dont have a lot of money and many of them admit that they are overcrowded...guess you just have to volenteer
