A lot of people get that...it's kind of like heat rash. Are you overweight, by any chance? It would definitely exacerbate the problem.
My advice is to avoid wearing skirts and apply baby powder on your legs every morning after you shower. It absorbs moisture and prevents chafing. You could also try applying a little bit of deoderant after that, especially if it gets worse in warm weather.

see a doctor sounds like a feruncle or the beginnind of a skin infection so get some sulfa drugs or a basic antibiotic and also maybe wash with a drying soap like lifebouy or dial or one of those really harsh dry soaps

It sounds as if you have cysts/boils. I would suggest getting to your family doctor and/or E.R. where they can lance (cut and drain) and/or prescribe an antibotic that will flush out the bacteria in your body to make you get them.
