Norton makes a complete security package (firewall, antivirus, spam control, etc.) whereas Zone Alarm has focused on just the internet side of protection (firewalls, etc)
I usually recommend against Norton as it doesn't play nice with other utilities and it is VERY hard to uninstall all of the features that Norton comes with. If you are going to pay for something, go with AVG Pro and Zone Alarm , Otherwise, get the free versions of both.
Also, "better" is usually a relative term and is mostly based on personal preference. What you think is better may not be what I think is better.

I just want to warn you against Norton Internet Security. I installed it once on my computer. It slowed everything to a crawl and when I tried to uninstall it, I discovered that there was no uninstaller. I had to manually remove all the bits and pieces. As this was a couple of years ago, perhaps they've improved their product. I ended up swearing that I would never buy any product by Symantec, ever again. I use AVG Antivirus by Grisoft for virus protection, SpyBot and Ad Aware to get rid of malware (each one catches things that the other doesn't) and the Windows firewall that comes with Windows XP Service Pack 2 (or SP2 as the geeks call it). This seems to protect me adequately.

Zone Alarm is pretty good for firewalls.. and Norton is pretty fair with anti-virus.
However, I definitely don't recommend Norton.

only as a personal opinion: none. norton will use a lot of system resources and try you to use all of their related software (antivirus, etc.) and zone alarm has known issues with other software (as in not letting them work properly). I use the free version of sunbelt Kerio firewall, and it works nicely. I used to have sygate firewall and it was nice too. As a recomendation, you should have 3 things running (which have worked wonderfull for me): A firewall (like Kerio), antivirus (I use avg) and some malware removal (i use spybot). With those three, you should be pretty safe surfing.

Zone alarm -- its easier to use and its free. Norton gets into your system too aggressively, too hard to uninstall if you have to.

Both are good
Both will slow down your computer.
Try McAfee. It's far better and doesn't negatively affect computer performance.
