The above are good answers, especially the humorous "right side up". One other possibility is those fabric hooks that have adhesive on them, they do work. Just follow the instructions and leave the hook on the wall for 24 hours before hanging the picture from it. The good thing is that it doesn't require any tools. These might be available at your local supermarket in the general household items aisle, this section is in the detergent aisle in my favorite grocery store.

Pre drill your hole. If you hit lath (thin strips of wood under the plaster) then it can support a few pounds. If you don't hit lath than use a wall anchor that will open inside the wall.

find the studs and use proper sized nails or picture hooks..
