its founding, the Marine Corps was composed of infantry serving aboard naval vessels, responsible for the security of the ship and her crew by conducting offensive and defensive combat during boarding actions, and defending the ship's officers from mutiny; to the latter end, their quarters on ship was often strategically positioned between the officers' quarters and the rest of the vessel. They were also responsible for manning raiding parties. The Marine Corps' role has since expanded significantly. As the importance of its original naval mission declined with changing naval warfare doctrine and the professionalization of the Naval service, the Corps adapted by focusing on what were formerly secondary missions ashore. The Advanced Base doctrine of the early 20th century codified their combatant duties ashore, outlining the use of Marines in the seizure of bases and other duties on land to support naval campaigns. The Marines would also develop tactics and techniques of amphibious assault on defended coastlines in time for use in World War II.[10] Its original mission of providing shipboard security finally ended in the 1990's, when the last Marine security detachments were withdrawn from U.S. Navy ships.

This is the way it has always been. In1775 the Navy put out a call for young men who could act as sharp shooters aboard navy vessels, thus the founding of the Continental Marines.
The Continental Marines were disbanded following the Revolutionary war, but in 1789 President Adams decreed a US Marines to be formed, with basically the same job duties. Again, the Marines were designated a branch of the US Navy.

The first marines were the Infanteria de Marina(1537) of Spain. the UK formed their marines in 1664 and the US formed the Continental Marines,later the US Marines in 1775.
Marines were formed to provide a infantry component of a ships company that could respond as infantry on land while performing certain functions on board a ship they were assigned to. An original function of marine forces on board ship was to stand as a guard force between the crew and the officers to act as a police force to prevent theft (food, seaman were always hungry) and prevent mutiny. In time of battle Marine guards stood by the hatches to the lower deck to prevent seamen from hiding below and man the fore tops as sharpshooters to kill enemy officers. There is the story that the braid on the top of Marine officers hats was to make sure that they were not shot by accident. One of these functions, if it didn't interfere with their primary duties was to man a gun or guns during time of battle, hence the time honoured rank of Gunnery Sargent, a man in charge of a gun.
All such infantry forces that exist in the countries that have them are under the command of that countries navies because they are part of the navy. For no matter how effective they are on land they get there by ship.

Because marine would basically would first supposed to be a like a infantry unit for the navy, rest of world marines is also part of navy group. but their called them troop navy infanray not marines. Mariens work close with Navy alot, if they separate. it will experience many problem such as operation.
