If the Son of Sam accepted Christ as his Saviour (John 3:16), repented of his sins, and lives his life for God, then "YES" he is. Just as when Jesus was being crucified, there were also two evil doers with Him. One hanging on each side of Him. One of the evil doers ridiculed Jesus and the other one didnot. He recognized Jesus is from God and confessed his sins, asking Jesus to remember him when He comes into His kingdom. And Jesus told this evil doer, "You will be with me in paradise" (Luke 23:39-43). The only unforgiveable sin is blasphemy of the Holy Spirit (Matt. 12:31-32). I haven't heard anything about if Al Capone or the Boston Strangler becoming a born-again Christian so I can't speak on them. However, Jesus died for the sins of all man kind and He's there for us if we only accept him.

No matter what wrong you have committed Jesus will forgive you. You need to ask Jesus to save your soul. You must be truly sorry for all your wrongs and want Him to enter your heart and be saved. He died a horrible death on the cross for all. He' the only way to Heaven. If Sam did the above then he is in God's presence. This applies to the others in your question.

If he truly, geniunely did let Jesus come into his heart - then he'll be in the Lord's Kingdom. That's the simple answer - there are more details. But basically the answer is yes. Only the Lord really knows whether Son of Sam is for real.

Only the Lord God knows the answer to this. He is the ONLY true Judge and can determine what's in our hearts.
In God's eyes, there are no categories of sin, a white lie is a sin and murder is a sin. You are saved by faith not by works.

As heaven (the afterlife) is based upon our attaining the spiritual sphere we have earned through our own spirituality, there is no miraculous way that anyone can attain higher status. Yes, he will be at the same level as other criminals of his ilk. That is their spiritual statue.
