Paul was talking to anointed Christians that are called by many names, such as, little flock, faithful and discreet slave, and the 144,000, yes they are the ones who were bought from the earth to serve as priests and kings in heaven, they are the ones of the first resurrection. They will rule over the earth for Jesus Christ's thousand year reign. They are the spirit anointed sons of Jehovah God.

Born again refers to sinners accepting the GOSPEL.
Accepting that Jesus Christ indeed was the Son of God, died on the cross to pay our sin debt and was resurrected.
Believe and you shall be saved--born again of the living water (baptized by Holy Spirit) -washed anew in blood of Christ.
John 3:16
For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
The old sinful person is now dead to the world on sin and now born again in the name of Jesus Christ.
2 Corinthians 5:17
Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new.

First, the little flock are the ones going to heaven and they, as you said, will be the kings and priests serving risen man.
Born again is the baptism where people are immersed and figuratively die to the world, to be again figuratively reborn when pulled from the water. These then serve Jehovah for the balance of their lives.
Remember those chosen are picked by God from all generations past and future......from every tribe and language. (Good question!)

Paul's letters were mostly directed at the church - he was simply saying that to call yourself a Christian you must be born again. Not just get caught up in the act of being one. The churches he was writing to often had many serious issues arise within that community and he would receive letters from them as well. He was teaching them that it's not what you see on and around someone else that makes them a Christian - it's about the alliance of their hearts.

You are answering your own question so who exactly are you talking too ? there is no new information going to come to you as a direct result of posting that question i would guess. you know fine well that they are the little flock. different from the great crowd. see Revelation chapter 7 v4 to v8. ( 144,000) then v9,10---13,14,---17 compare revelatin 14 1-5 ( 144,000 in heaven, ) v6,7---those who DWELL ON THE EARTH, nation, tribe , tongue,
so chapter 14. the 144,000 are sealed and in heaven and there are still people on the earth.
Paul's writing style is directly to his fellow holy spirit annointed brothers and sisters's . to congregations and to individuals e,g timothy,Philemon.

Paul was talking to persons who had not accepted the Lord. Bottom line - you have to believe in Jesus, admit that you are a sinner, that you need Him to be Lord. Etc...Some of what you say to Him is important - the main idea is taking Him as your savior and asking Him to come in. According to the Bible verbally "Calling on His Name" is an important part.
When a person takes the Lord into their heart they are born into Christ - the Holy Trinity. This means that a person's soul is cleansed and that the Lord comes in to that person's spirit to have His open them up to have to grow in Him. To go on in Him you have to be born of Him.

I believe royal racer is right, you are mistaken. Paul did not mention the words born again, Jesus Christ did.
John 3:5-7 5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. 6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. 7 Marvel not that I said unto thee, Ye must be born again.
