The prestige accent in the UK is "RP", i.e., "received pronounciation". Its the plummy thing you used to hear on the BBC.

The Royal family has a rather old fashioned RP. Tthe Duke of Gloucester, the Queen's 1st cousin), is most pronounced at this.

So-called "Estuarine English" (named after the Thames estuary) has obtained prestige among self-made Londoners, and bears a certain resemblance to what Americans would term a Cockney accent.

There is also the "Mid-Atlantic accent", adopted by actors and other media figures to make themselves more understandable to Americans. This is what the likes of Patrick Stewart and Pierce Brosnan use.

Oxford area
As to people, listen to the Queen when she makes a speech, her english is exquisite, clear and precise, as is the english of most of the royal family.
And as to actors...besides Roger Moore, theres the original ... Sean Connery, going back a generation or two we had Richard Burton, Cary Grant, David Niven, Laurence Olivier, Charles Laughton, and many more from their league... fantastic accents and speaking voices...
The next generation we have Pierce Brosnan and Liam Neeson (although irish, not english, their diction is excellent)

I don't know about england, but an Irish accent always makes me weak at the knees. Those people from Dublin have the best. Even hearing them say "Dublin" is sexy.

If you do just mean England, then there's something about the Geordie accent; but if you mean the UK, then any Scottish accent is better, and the Glaswegian accent in particular is verrrrry sexy!

I like the Rodger Moore/James Bond type accent. It shows breeding. The lower class accents are much like the way blacks talk in the States.
