when the theme song comes on, there is this painting with some people with glasses raised at the end of the song. what is the name and the painter.

I am positively sure that its not Renoir's work in Cheers's opening title sequence. They won the award for Achievement in Graphic Design and Title Sequences in 1983 though.

I'm not sure whether there are any painters involved in this but Thomas Baker did the visual graphics. As for the origin, I guess they used quite a lot like old tavern style.
