the easy way is to download the SIL phonetics fonts from http://www.sil.org. The Word and WordPerfect sets are not complete.

Windows has a program in the accessories category called character map. It is much more comprehensive than Word's. It should have the phonetic alphabet.

In Word, click the Insert Menu and then click Symbols, they might be there. I'm not sure though.
