For the same reason they had to wonder the desert for a generation: to take nothing good from slavery, to not look back on Egypt and slavery and wish for it, because it is easier to live as a slave than as a responsible, thinking person. Easier, but without dignity. Besides that, there wasn't enough to around to everyone. Also, the point of the biblical bible is to prove that you can put your trust in God, not in humans--enjoy that which is provided by God.

because if they eat them , then they have no more animals that produces milk. but if they don't eat them then at least they can drink the milk and survive longer. desert dwellers different than farms dwellers at that time and until recently don't eat animals that much they use their milk instead and wool this way well keep them alive in the desert if they eat animal then they would have no more animals no more milk and no more shelters ,.and in Arabia's desert where no farming can be done and before Islam eating camels was band for the same reason.Living animal is vital to human survive in the desert at that time.

Because God had a purpose for the animals. They were to be used for sacrifices. If the people ate them then there wouldn't be any thing left for them to use for the sacrifices that God commanded them to offer.
